The E: 13 is a drain pump issue (drain pump time exceeded). It may be a faulty drain pump, bad wiring, or a clogged drain hose. I have included a set of illustrated instructions (See below). These should step you through the process of examining the drain pump and its components. This is a very labor intensive do it yourself project, if you are not completely confident in your repair skills, I recommend calling a service company to diagnose and repair your appliance.

That temperature sensor may not be accurate. You did not indicate the actual ambient temperature that you are measuring at the dehumidifier. If the temperature is only off by a few degrees, this could be normal. If the temperature is off by 10 degrees or more, then you may want to have the dehumidifier checked by a technician if it is under warranty.
